- In a large skillet, heat over medium-high heat and add 1 pound of lean ground beef. Stir in 2 tablespoons of soy sauce and 1 tablespoon of hoisin sauce, cooking for about 5–7 minutes until the beef is nicely browned and fully cooked.
- Once the beef is browned, stir in 1 cup of shredded carrots and 1 cup of chopped bell peppers. Cook for an additional 2–3 minutes until the vegetables soften slightly.
- Fill a large shallow dish with warm water and dip one rice paper wrapper into the water for about 15–20 seconds until soft. Place it on a clean cutting board.
- On the softened rice paper, place about 2 tablespoons of the beef and vegetable mixture at the center, topped with a few fresh basil leaves. Roll the rice paper upwards tightly.
- Once all rolls are assembled, arrange them on a platter. Serve with your favorite dipping sauce.
