Method
 

Step-by-Step Instructions
  1. In a large ziplock bag, combine the sliced flank steak with cornstarch, mirin, and low sodium soy sauce. Seal the bag and gently massage to coat the beef evenly. Allow it to marinate for 15 minutes at room temperature.
  2. In a small bowl, whisk together the chili oil, sesame oil, rice wine vinegar, hoisin sauce, and light brown sugar. Set this aside.
  3. Heat a large skillet or wok over medium-high heat and add neutral oil. Sear the marinated beef for 2-3 minutes on each side. Remove and let it rest.
  4. In the same pan, add more oil if necessary and sauté the red bell pepper, ginger, and garlic over medium heat for 3-4 minutes.
  5. Return the seared beef to the skillet, pour the sauce over, and stir well. Simmer for 1-2 minutes until the sauce thickens.
