  5. Add rinsed long-grain white rice, mixing thoroughly with the beef and spices for about 1 minute.
  6. Pour in chicken broth and scrape up any bits from the skillet, then bring to a gentle simmer and cover.
  7. Reduce heat to low, cooking undisturbed for 18-20 minutes.
  8. Turn off heat, letting it sit covered for 5 minutes to enhance fluffiness.
  9. Remove bay leaf, fluff rice with a fork, and stir in chopped green onions and parsley before serving.
